Operational governance centered on cross-functional coordination across faculties and central services, with the Business Analyst acting as a liaison between HR functional leads and the finance configuration team. Testing and requirements traceability prioritized end-to-end scenarios that spanned HR onboarding to payroll-related finance postings and procurement invoice processing. In 2003 University of Leeds implemented SAP HCM (HR) in a Core HR deployment focused on centralizing HR operations and payroll reporting. The program established a responsibility to develop, maintain and support the SAP HR and payroll system across the institution.
The implementation included a pilot ESS MSS rollout for 250 plus users to automate the holiday booking process, provide employee access to view and amend selected HR data, and enable managers to view team information and run SAP and Business Warehouse reports. SAP HCM (HR) configuration covered all services available to users, portal configuration created new areas pages and iviews, and the Manager Self Service design was redesigned to improve usability. Authorisations were handled by amending SAP standard delivered roles to meet University of Leeds requirements.
Operational reporting and analytics were expanded through SAP Business Warehouse development, which incorporated higher education specific infotypes in addition to SAP Business Content. The team developed ad hoc query infosets for flexible HR reporting and created HR payroll infotypes to report monthly and cumulative payroll information without direct payroll cluster access. Work with SAP supported a program to deliver the Higher Education Statistics Agency statutory staff return and SAP HCM (HR) was configured to meet the evolving HESA data requirements.
Governance and rollout included presentations to senior management and business customers to highlight ESS MSS capabilities and benefits, plus development and roll out of a Managers Desktop with view only and reporting access to HR contacts across the university. Training documentation and delivery accompanied the Managers Desktop rollout, and support processes were established to maintain the SAP HR Payroll system and user authorisations.
Documented outcomes include development of HR Management Information Packs using BW Excel workbooks which reduced quarterly production time from one day to five minutes. The HESA program remained an ongoing project as statutory return scope expanded from around 1800 records in 2001 to approximately 16000 records by 2009, demonstrating sustained configuration and reporting maintenance requirements.
