United Utilities implemented AdviserPlus Empower as part of a company-wide HR transformation and move to a classic shared service model, prioritising a service up, cost out operating principle and the elevation of line managers as the first point of contact for employee issues. The implementation targeted line manager capability and dispersed workforce support for a FTSE 100 water and wastewater provider serving around 7 million people and 200,000 businesses, delivering a People Manager Support service to roughly 5,300 employees through 850 line managers across multiple locations.
AdviserPlus Empower was configured around two core functional modules, delivered as a combined advisory and technology service: direct employee relations advice and guidance to line managers, and a user-facing technology layer providing an intranet access point, proactive case management and comprehensive management information and analytics. The People Manager Support service was tailored to United Utilities’ HR policies and processes, and design, set up and launch of the service executed in an 18 week timeframe.
The AdviserPlus Empower technology was integrated with United Utilities internal systems to present the service under the United Utilities brand, and operationally the AdviserPlus team was embedded with the HR function, HR business partners and business support teams. The deployment model positioned AdviserPlus advisers as an extension of the HR team, with adviser induction, regular company briefings and line manager engagement to ensure continuity of culture, visibility and consistent advice across sites.
Governance and workflow changes centered on placing line managers at the heart of the operating model, shifting case ownership toward managers supported by coaching and upskilling, and introducing proactive case management and management information to surface people risks early. The service was contracted on a five year basis before retender, and operational practices emphasized adviser alignment with United Utilities’ desired behaviours and reporting requirements.
Explicit outcomes reported from the AdviserPlus Empower implementation include a 30 percent reduction in HR costs as part of the wider transformation, potential avoided salary and productivity costs from long term sickness management estimated at around £2.15 million, a 1.7 percent successful appeal rate for disciplinary, grievance and dismissal cases, 98 percent of managers reporting improved confidence and knowledge in handling employee relations, over 97 percent rating adviser awareness of the United Utilities business as excellent, good or satisfactory, and 95 percent rating advisers’ understanding of needs and quality of discussions as excellent or satisfactory.
