Department of Agriculture, Food and the Marine Government 3000 $2.1B Ireland Microsoft Microsoft Power Virtual Agents Chatbots and Conversational AI 2022 Codec
In 2022, Department of Agriculture, Food and the Marine deployed Microsoft Power Virtual Agents as its Chatbots and Conversational AI solution to reduce call volumes and improve citizen communications for Irish farmers. The implementation targeted enquiries related to grants and programmes, providing a 24/7 self-service channel to supplement the department call centre and support outreach to the farming community across Ireland. Codec designed a custom chatbot architecture centered on Microsoft Power Virtual Agents and augmented by a bespoke helper bot to bridge PVA and Azure Cognitive Services, the helper bot extending natural language understanding and personalization. The deployment leveraged Microsoft Power Platform and Azure Bot framework to orchestrate conversational flows, and Dynamics 365 for Omnichannel to enable handoff and omnichannel continuity, ensuring Microsoft Power Virtual Agents could operate as a hub for efficient, personalised communications. The solution was provisioned on Azure with integration points that included Azure Cognitive Services for NLU and Azure Landing Page for channel access, and it aligned with the departments on-prem IT environment through configuration and tailored integration work performed by Codec. The architecture referenced Microsoft 365 and Azure Data and AI tooling as part of the overall platform stack, and Codec managed the configuration of content, intents, and the helper bot logic to match departmental schemes and eligibility workflows. Governance and rollout were coordinated with the departments Digital Transformation and Governance function, using staged configuration and content tuning before a September 2022 go-live. In the first six months after launch the chatbot recorded more than 6,000 visits and answered more than 900 questions, and the department projected adoption by roughly 14,000 farmers representing 10 to 15 percent of the national farming population, with plans to expand chatbot capabilities to additional use cases within the organisation.
Vietnam Petroleum Institute Professional Services 1000 $250M Vietnam Microsoft Microsoft Power Virtual Agents Chatbots and Conversational AI 2022 n/a
In 2022, Vietnam Petroleum Institute deployed Microsoft Power Virtual Agents as part of its Oilgas AI ecosystem. The deployment is built on Microsoft Power Pages and incorporated Power Apps, Power Automate, Power BI and Microsoft Power Virtual Agents, leveraging cloud computing, artificial intelligence and machine learning to collect and analyze market and operational data for crude oil, petroleum, liquefied petroleum gas and natural gas. Microsoft Power Virtual Agents operates as the Chatbots and Conversational AI component to provide smart virtual assistant capabilities for guided queries, user interaction and data discovery, supporting market forecasting and supply and demand analysis. The Oilgas AI ecosystem performs market data analysis, price forecasting, infrastructure and inventory assessment with continuously updated inputs for real time monitoring. The implementation integrates Microsoft Power Virtual Agents with Power BI visualizations and Power Apps portals to surface charts, reports and interactive dashboards, while Power Automate handles task automation and data refresh orchestration across the pipeline. Operational coverage explicitly includes petroleum suppliers, importers and sellers who can monitor retail petrol price forecasts through the Oilgas AI portal, and VPI frames the system to serve a network of experts, organisations, businesses and consumers domestically and abroad. Governance and model stewardship are led by VPI data scientists and collaborating specialists, with models such as the petrol price forecast and a fracture prediction solution built using machine learning algorithms, the latter having been tested at over 80 percent accuracy. VPI has offered a free data mining trial via its Power Apps portal and plans to provide optional service packages after the trial period.
