In 2019, Agence de l'Informatique de l'Etat Senegal signed a Memorandum of Understanding with Softic to deploy Softic-ETDMS across government intranet and digital services, using the Softic-ETDMS application to address Document Management needs nationwide. The agreement initiated a partnership to provision intranet infrastructure and document-management and validation workflows across Senegal, with an estimated intranet rollout around 2021 under ADIE coordination.
The implementation scope centers on technical document management and validation capabilities, inferred from the MoU and Softic product capabilities. Core functional modules implemented or configured include document capture and ingestion, metadata and taxonomy management, version control and audit trails, role based access controls, and configurable validation or approval workflows aligned to public administration document lifecycles.
Deployment architecture is described as a centralized intranet platform delivered by Softic-ETDMS with distributed access across government sites in Senegal, providing a central content repository and site level access for regional administrations. Operational coverage is national, intended for ADIE driven digital government services and state administrative departments, and the system is positioned to support document lifecycle, records management, and validation processes used by multiple government business functions.
Governance and rollout responsibilities remain with the Senegalese State Information Technology Agency, consistent with the MoU, and the deployment pathway followed a phased intranet provisioning model beginning after the 2019 agreement. The narrative reflects contract level commitment to standardize document validation workflows and to instrument Softic-ETDMS as the primary Document Management platform for ADIE led intranet and digital services.
