In 2017 Avnet implemented Workday Personnel Administration as the Core HR anchor of a broader Workday HCM initiative. The implementation emphasized online transaction processing and embedded business analytics to support transactional HR workflows and reporting.
The SPS program replaced the Statewide Personnel Management System SPMS, the Benefits Application System BAS, multiple timekeeping systems and a number of peripheral systems with an integrated Workday solution, consolidating HR and benefits records across agencies. SPS was intended to support approximately 54,800 active employees and about 106,500 benefits-only users such as retirees, providing statewide operational coverage for personnel and benefits administration.
The State awarded a 15 year contract to Oakland in December 2013 to implement and support SPS, with governance structured to standardize HR business processes and adopt industry best practices. The program positioned Maryland.gov to take a leadership role in the Workday public sector users group and relied on centralized governance to drive process standardization and the statewide rollout of Workday Personnel Administration.

In 2017, the State of Colorado implemented Workday Personnel Administration as part of a Governor's Office of Information Technology HRIS program. The Workday Personnel Administration implementation was scoped as a Core HR initiative within a roughly 31 million dollar program that combined HRIS Foundation, Payroll and timekeeping efforts to consolidate approximately 70 disparate human resources systems and processes across state agencies.
