Department Of Finance - Ajman Government Government 300 $25M United Arab Emirates Oracle Oracle Cloud SCM Supply Chain Management 2021 Raya IT In 2021, Department Of Finance - Ajman Government adopted Oracle Cloud SCM under the Supply Chain Management category as part of a broader Oracle Fusion Cloud Applications initiative to consolidate core administrative functions on a single cloud platform. The cloud-based resource management system was implemented to enable more efficient finance, supply chain and HR operations across the department and to align with the emirate's digital transformation objectives. Implementation centered on Oracle Cloud SCM and adjacent Fusion capabilities that address procurement, inventory management and supplier lifecycle processes, while shared Fusion services provided integrated financials and human capital management. Configuration work emphasized purchase-to-pay workflows, inventory controls and approval routing to standardize operating procedures and strengthen controls across departmental units. Raya IT served as the systems integrator for the deployment, leading cloud configuration, cutover planning and integration with Ajman Department of Finance operational workflows. The rollout leveraged Oracle's regional cloud footprint in the UAE as announced by Oracle, aligning infrastructure locality with the department's cloud-first strategy. Governance and rollout were structured with executive sponsorship and a phased adoption approach to extend capabilities across accounts, procurement and HR functions within the emirate's government ecosystem. Reported outcomes from the adoption include increased productivity, reduced costs, improved controls, optimised supply chain management and an enhanced HR function, and officials cited improved operational efficiency and customer engagement.
Emitac Professional Services 300 $25M United Arab Emirates Oracle Oracle Cloud SCM Supply Chain Management 2018 4i Apps Solutions In 2018, Emitac implemented Oracle Cloud SCM as part of a strategic migration to Oracle Fusion Applications, targeting cloud-first Supply Chain Management capabilities. The deployment was led with implementation partner 4i Apps Solutions and covered three major Emitac entities, moving core SCM and related financial processes to a public cloud architecture to remove on-premise infrastructure responsibilities. The Oracle Cloud SCM implementation included Fusion SCM core capabilities such as Fusion Inventory and Cost Management, Fusion Order Management, Fusion Procurement, Fusion Purchasing, and Fusion Self Service Procurement, with Fusion projects modules deployed for project financials and contract billing. Oracle Transactional Business Intelligence was embedded for operational reporting and analytics and Fusion Finance modules were aligned to replace manual finance workflows such as spreadsheet journal uploads and customized payment approval processes. Architecture and integrations were orchestrated to coexist with Emitac’s existing Oracle EBS estate during transition, with 4i Apps Solutions providing AMC support for Oracle EBS and database services and implementing a custom application on PaaS for bank facilities management. Analytics workstreams referenced OBIEE and Oracle Sales Cloud artifacts from prior engagements to maintain reporting continuity while the public cloud environment hosted transactional SCM functions. Operational coverage spanned procure to pay, order to cash, inventory control including serial and locator controls, project to profit billing, fixed asset creation depreciation and capitalization, and expense and accounts payable workflows. Governance changes consolidated approval flows, instituted self-service procurement controls, and standardized transaction types such as miscellaneous issue receipt and sub inventory transfer across the implemented Supply Chain Management processes. Explicit benefits cited for the initiative included faster time to value, increased innovation with always up to date software, scalability to support group expansion, a globalization strategy, and zero infrastructure maintenance costs due to the cloud deployment of Oracle Cloud SCM.
