Castile and León Government 94603 $15.7B Spain Telefonica SENECA Emergency Suite Emergency Management 2017 n/a In 2017 Castilla y León implemented the SENECA Emergency Suite as part of an Emergency Management upgrade to adapt its 112 Emergency Centre to the automatic eCall system required by EU Regulation 2015/758. The deployment used Telefónica's Seneca eCall solution to receive and process automatic 112 calls, and the Emergency Centre completed transmission and recognition tests on 15 June 2017 to validate intake workflows. The SENECA Emergency Suite implementation focused on eCall reception and automated call processing capabilities, extracting vehicle data such as GPS coordinates and vehicle type while establishing voice communication between vehicle occupants and call takers. SENECA Emergency Suite was configured to surface structured incident data directly to emergency call handlers, enabling rapid initiation of predefined rescue protocols for traffic accidents. Operationally the deployment was scoped to the regional 112 Emergency Centre in Castilla y León and its emergency call handling workflow, integrating inbound eCall data streams with the centre's incident intake and dispatch procedures. The solution processed geolocation payloads and voice channels from the vehicle eCall system and routed those inputs into the centre's emergency response orchestration for coordination of first responders. Governance of the rollout aligned to the European eCall regulatory timeline, with validation testing completed in June 2017 and public reference to the regulatory requirement that all new car models include eCall functionality by 31 March 2018. The adoption of SENECA Emergency Suite supports the region's Emergency Management function by enabling compliance with Regulation 2015/758 and by providing structured eCall handling that is intended to reduce emergency response times and increase survival chances for accident victims as stated in the regulation.
