Governance changes centralized schedule ownership and introduced standardized approval workflows for swaps and fills to reduce administrative overhead. Reported outcomes included improved coverage, faster shift fills, and better visibility into minimum staffing levels, producing measurable improvements in administrative efficiency for the 400 plus personnel cohort.
