In 2018, UCare implemented HealthRules Payer from HealthEdge Software as its Core Admin Processing System to replatform claims adjudication and centralize payer processing. The program was executed with implementation partner Hollstadt & Associates and included a formal plan to sunset the Amisys claims adjudication engine and transition adjudication workloads to HealthRules Payer.
The implementation focused on claims adjudication and related payer control capabilities typical of a Core Admin Processing System, with configuration of rules-driven adjudication, workflow orchestration, and exception processing. Project teams produced user stories, acceptance criteria, and use cases under an Agile cadence, and they prepared system configuration documents and technical user manuals to support operational handoff and testing.
UCare’s Health Care Economics Team led the operational transition for Medicare claims submittable to CMS, and for Medicare and Dual claims submittable to DHS, while integrating adjudication outputs with chart engines and reporting feeds including Matrix, Optum, and UCARE ASM. The program also included creation of a separate secondary claims module in FACETS for reporting purposes and hands on configuration of the GuidingCare platform to support care management, utilization management, and appeals and grievances across lines of business.
Governance included regular stakeholder engagement with project sponsors, owners, vendors, and subject matter experts, and oversight of development and configuration activities to ensure solutions met documented business requirements. The deployment was positioned to enable timely adjudication and to meet federal and state reporting requirements for Medicare and state submissions.
