In 2013 Fayetteville Public Works Commission implemented Oracle E-Business Suite as a core element of its ERP Financial program to support multi-commodity utility operations across electric, fiber optic, water and wastewater services in Cumberland County North Carolina. The deployment of Oracle E-Business Suite was executed alongside a broader set of Oracle and third party applications to unify finance, HR and utilities operations under a PMO governed implementation structure.
The implementation covered Oracle Utilities Group components and Oracle E-Business Suite financials, with explicit configuration and business process leadership for Oracle HRMS, Oracle Advanced Benefits, ILearning and Financial Period Closing optimization. Support and management responsibilities included Oracle WAM 1.9, Hyperion, OBIEE, BIP, SOA, CCB, MDM, MWM and Oracle Real Time Scheduler, reflecting a hybrid application portfolio centered on Oracle E-Business Suite for core ERP Financial processes. Work and Asset Management and Geographic Information Systems were upgraded and reconfigured as part of the asset and field operations scope.
Integrations were executed with utility head end systems and network infrastructure, including Sensus RNI head end systems and a 20 tower RNI network deployment, and Infosys CSEM was part of the application support and delivery footprint. The program managed onsite and offshore teams to support and enhance Oracle Utilities and Financials applications, and Infosys was engaged as the systems integrator for parts of the delivery. Mobile Workforce Management upgrades and project plans were developed to connect field workforce capabilities to the central ERP Financial and asset management systems.
Governance was driven by a PMO model that led technical, integration, data migration and testing teams, and included creation of a five year project and support roadmap across the information systems management team. The PMO defined software delivery, implementation and enhancement methodology, led the transition from implementation to post production support for multi phase rollouts, provided mentoring and training for information systems staff, and facilitated business process reviews and resulting process reengineering for finance, HR and field operations.

In 2014 Fayetteville Public Works Commission implemented Oracle E-Business Suite HRMS - Absence Management as part of its Absence and Leave Management strategy for enterprise HR and payroll operations. The deployment was executed under the broader CIS, Financial and Work Management Application Suites ERP initiative, establishing Oracle E-Business Suite HRMS - Absence Management as the central application for leave entitlements, absence tracking, and employee self-service workflows.
Infosys Limited served as the onsite functional lead, conducting requirements gathering, fit-gap analysis, and solution design. The implementation scope included Core HR, Oracle Payroll, Oracle Advanced Benefits, Oracle Performance Management, Oracle Self-Service, iRecruitment, Oracle Learning Management, and Compensation Workbench, with documentation artifacts produced such as To Be process documents, configuration documents, functional specifications, test scripts, and training materials.
Configuration and testing followed structured CRP, SIT, UAT, and parallel testing cycles, with the application configured for each test phase and prepared for Go Live. Integrations were realized internally across the Oracle HRMS suite modules to provide end to end flows for absence approvals, payroll impact calculations, benefits entitlements, and employee self-service leave requests, supporting HR, payroll, benefits administration, and talent management functions across Fayetteville Public Works Commission.
Governance included formal solution design signoff, test script driven validation, Go Live support, post Go Live warranty support, and a transition to steady state support model. Infosys responsibilities explicitly covered ongoing functional leadership from July 2014 onward, including configuration for test phases, Go Live support, and steady state operations for the Absence and Leave Management footprint.

In 2012, Fayetteville Public Works Commission selected a broad Oracle application footprint and engaged Infosys to implement multiple modules, including Oracle Utilities Work and Asset Management. The decision to deploy Oracle Utilities Work and Asset Management (WAM) was part of a coordinated program to update business systems and was executed alongside Oracle Utilities Mobile Workforce Management, Oracle Utilities Customer Care and Billing, the Oracle E Business Suite, Oracle Hyperion Planning, Oracle Hyperion Financial Data Management, Oracle Business Intelligence, Oracle Fusion Middleware and Oracle Database.
Oracle Utilities Work and Asset Management was implemented as an Enterprise Asset Management application to support work planning, asset lifecycle tracking, and field work orchestration. Configuration emphasis aligned with category best practices for work order management, crew scheduling, asset hierarchy and condition monitoring, and integration points to mobile workforce workflows for field execution.
The implementation integrated Oracle Utilities Work and Asset Management with Oracle Utilities Mobile Workforce Management to synchronize dispatch and field execution, and with Oracle Utilities Customer Care and Billing and Oracle E Business Suite to surface customer, billing and financial context for work prioritization. Operational coverage targeted functions across customer service, dispatch, and field technicians serving electricity, water and wastewater operations for approximately 110,000 customers, reflecting cross functional coordination between service and operations groups.
Deployment was managed by Infosys with a simultaneous technology roll and phased application launches, establishing governance for staged cutovers and coordinated workflows between dispatch, customer service representatives and field crews. Process changes centered on standardized dispatching, appointment management, and tightened handoffs between call center scheduling and mobile crews to reduce missed appointments and service backlogs.
FPWC articulated expected outcomes tied to the implementation, including improved communication between customer service representatives, dispatchers and technicians, higher workforce productivity, and reduced operating expenses through fewer missed appointments, lower service backlogs and decreased overtime costs.
