In 2021, China National Offshore Oil Corporation implemented SAP S/4 HANA to support ERP Financial operations. The deployment rebuilt CNOOC International's SAP landscape, replacing SAP ERP ECC 6.0 and executing the Phase II construction project for a global rollout across Beijing and CNOOC International overseas institutions.

The project delivered about 380 development items from the Phase I checklist, including approximately 160 reports, 15 forms, more than 50 interfaces, about 110 enhancements, about 40 conversions, about 6 workflows and 5 mobile developments.
Integration scope explicitly comprised integration and construction of business systems to realize the integration of the SAP system and various business systems, and design and implementation of a BCS consolidated reporting system based on BW/4 HANA. The architecture centered on SAP S/4 HANA on HANA as the transactional core, with BW/4 HANA providing consolidated reporting, and interfaces being a primary component of the technical cutover and go live activities. Data conversion and interface work were defined as core parts of the integration and deployment effort.
Governance and rollout were scoped to leverage CNOOC International organizational adjustments, implementing a unified SAP system and merged system to comprehensively sort out and implement business processes. The contract defined a 20 month completion period and detailed team qualification requirements, including a project team of no less than 65 members, at least 12 native English speaking staff, a project management team of at least 4 people including an integration manager, and prior SAP consulting and implementation experience targets.
The deployment aimed to unify global ERP business standards, strengthen refined business management and improve management efficiency, while enabling resource sharing and flexible, rapid expansion for international oil business development.
