In 2008, the City of Birmingham implemented Microsoft Dynamics 365 Cloud ERP. The deployment was scoped as an ERP Financial initiative to support an upgrade of the city 311 system, with a requirement to retain historical service information while transitioning from difficult to manage on-premise infrastructure to the Cloud.
Cloud Navigator was enlisted by Microsoft on behalf of the City of Birmingham to manage this high-risk project and execute a complete data and solution migration to Microsoft’s Dynamics 365 platform. The engagement focused on extraction, preservation and replatforming of historical 311 records into the new cloud environment to maintain continuity of citizen service data.
Configuration work concentrated on ERP Financial capabilities, including financial management, general ledger processing, accounts payable and accounts receivable workflows, budgeting and municipal procurement controls aligned to municipal accounting processes. Microsoft Dynamics 365 Cloud ERP was instrumented to host transactional and administrative workflows that support municipal finance alongside preserved 311 service records.
The project structure emphasized cloud deployment architecture, centralized data migration and coordinated solution cutover under Cloud Navigator direction with Microsoft oversight. The effort was explicitly framed as high risk due to the need to retain historical information and to migrate a critical city 311 service from on-premise infrastructure to a cloud ERP platform.

Governance was established to centralize timekeeping policies, define role based approval hierarchies, and phase rollout across departments. HR process redesign accompanied the implementation to align Lawson HR/Payroll data models with UKG Workforce Central operational workflows and to assign operational ownership for ongoing maintenance.
