In 2018, the City of New Orleans implemented Infor CloudSuite Financials & Supply Management, an ERP Financial application, under the enterprise program known as Project BRASS. The program consolidated financial and supply management processes while requiring extraction, cleansing, transformation, reconciliation, and retention of two decades of financial records to satisfy federal audit and grant reporting requirements following major events such as Hurricane Katrina. The Infor CloudSuite Financials & Supply Management deployment encompassed core financial modules and supply management capabilities, with explicit workstreams for general ledger restructuring, vendor classification and survivorship, accounts payable workflows, and contract attachment handling. The project required reconfiguration of GL accounting structures and extensive reconciliation processes to align 14 million historical general ledger records and complex vendor classification rules with the target financial model. Premier International executed automated vendor deduplication and survivorship processing and applied Critical to Quality validations to preflight conversion results against Infor system requirements and business rules. The technical architecture combined Infor CloudSuite with a dedicated data migration layer provided by Premier’s Applaud data migration software, which processed raw mainframe EBCDIC files and accelerated extraction without custom COBOL extracts. An additional target application, MHC Software, was implemented to support the city’s contract attachment requirements, creating a multi-system integration surface between financials, procurement, and contract management. Delta and exception reporting, along with readiness dashboards, were used throughout test cycles to focus limited city resources on changed, new, and problematic records and to produce detailed audit trail reporting. Program governance was driven by the city PMO and included regular readiness reporting, cross-team training for City staff, Infor consultants, and MHC consultants, and a data readiness process that tracked mappings, transformation exceptions, missing cross references, and configuration gaps. The implementation confronted elevated risk due to high project visibility, complex historical data, and staff turnover, so structured knowledge transfer and targeted remediation of data quality issues were emphasized ahead of each test cycle and production cutover. The data migration was completed using Premier’s migration services, Applaud software, and an EPACTL methodology, enabling the City of New Orleans to surface and resolve legacy and target data issues prior to go live. The approach automated vendor consolidation, processed extensive mainframe history, supported the complex financial history and audit trail needs, and was documented as successful by project stakeholders.
