In 2013, City of Omaha implemented Oracle E-Business Suite as its core ERP Financial application to consolidate financial operations across municipal finance functions. The deployment focused on transactional finance modules and reporting workflows used by the city finance organization, with particular emphasis on Accounts Payable, encumbrance accounting, project accounting, and fixed asset reconciliation.
The implementation included targeted configuration and remediation within Oracle E-Business Suite, notably corrections in the Oracle Payables module to enable payment term processing that allowed the City of Omaha to capture vendor discounts without manual payment manipulation. Encumbrance accounting was investigated and cleaned up to resolve a decade of balance issues, and a Project to Asset process was corrected so Projects integrate accurately with Assets and eliminate recurring manual journal entries. The narrative also documents preparation for R12 changes to Accounts Payable and related table structures that influence Discoverer reporting views.
Integrations and operational automations were addressed where explicit issues existed, including fixing an upload file from Metropolitan Utilities District which shortened a three day payment process to a two hour process, and improving file-based payment processing workflows. The work encompassed testing and production support to validate batch uploads, payment sequencing, and the interaction between payables and project asset accounting.
Governance and rollout activities included providing production support and end user training, planning and executing thorough testing of corrected processes, and briefing management on upcoming R12 structural changes that affect reporting and AP table schemas. These governance tasks were used to institutionalize the corrected payment term configurations and the adjusted Project to Asset accounting process within finance operations.
Explicit outcomes recorded during the engagement include the elimination of manual journal entries related to project assets, measurable time savings from corrected payment term handling which removed hours per month of manual manipulation, and a reduction in payment processing time for a major utility vendor from three days to two hours. Oracle E-Business Suite remains the transactional ERP Financial system supporting the City of Omaha finance functions.

Operational integration centered on interfacing and data exchange with City IT systems, the HRIS analyst functioned as the liaison between HR and IT to coordinate data feeds, imports and exports, and to address technical incidents with the vendor as needed. The implementation included routine audit processes, frontline technical support workflows, and coordinated testing and deployment of upgrades and patches for Infor CloudSuite HCM in collaboration with IT staff.
Governance and operational ownership were established through a functional system administrator role responsible for configuration management, user provisioning, security and compliance checks, and ongoing process improvements.
