In 2013, the City of Sacramento configured Oracle PeopleSoft ERP and executed a PeopleSoft EPM planning program that culminated in implementing Hyperion Public Sector Planning 11.1.2.2, with the project upgraded to Hyperion Planning 11.1.2.3 during completion. Richard returned to lead the engagement, creating and presenting pilot applications for PeopleSoft EPM 9.1 and Hyperion Public Sector Planning 11.1.2.2 and serving as implementation lead for the City of Sacramento deployment.
The implementation focused on Hyperion Planning as the planning and budgeting module within the ERP Financial environment, with both Classic and Decision Based planning application designs produced, and the Classic Application chosen for production. Design work included dimension and hierarchy structures, custom line item planning forms tailored to City requirements, and development of custom business rules to support mass updates for position reorganization, excluding positions, and position movement.
Integration and data orchestration were executed through scripted extracts and loads, with data scripts built to extract Financial and HCM data from PeopleSoft Financials and HCM 9.1 and load scripts using the Hyperion OutlineLoad utility. An FDMEE write back process was implemented to integrate planning outputs with PeopleSoft Financials 9.1 commitment control to create the original budget journal entries, and additional routines were created to extract cube data back to a relational database for downstream reporting.
Governance and rollout activities included requirements and fit gap analyses to align Hyperion functionality with City processes, creation of test scripts, and execution of unit and integration testing. Training materials were developed and end user training was delivered, and multiple reporting artifacts were built using Web Forms, SmartView, Web Analysis, and Financial Reporting to produce operational reports and the final budget book schedules.
