In 2021, Eurocontrol began migrating and upgrading Oracle PeopleSoft HCM as its Core HR application to Microsoft Azure, initiating a cloud rehosting and application upgrade program with contractual engineering support in the Brussels Region. The program centers on Oracle PeopleSoft HCM and targets HR modules and infrastructure to support payroll, personnel records, and core human resources processing across Eurocontrol operations.
The implementation work included an in place upgrade of PeopleSoft HCM9.1 to HCM9.2 and PeopleTools 8.58, along with application of the latest PeopleSoft Update Manager releases to the HCM9.2 application. Data migration activities were executed at the database level, including conversion of the existing HRMS9.1 database to Unicode using Oracle Data Pump, and targeted application-level configuration to align HCM functional workflows with the upgraded PeopleSoft stack.
Infrastructure and deployment architecture were built on Azure cloud services with Oracle 19c databases provisioned and hardened. Database controls implemented included Transparent Data Encryption, TLS and SSL for SQL Net, and adherence to CIS security standards. Database engineering tuned Oracle 19c I O characteristics for Azure storage performance, and automated RMAN point in time cloning processes to support repeatable database refresh cycles for test and staging environments.
Operational governance covered ongoing PUM maintenance and platform hardening, with RU and CPU patching applied across infrastructure components in line with CVE recommendations. The engagement combined application versioning, database consolidation and cloud performance tuning to establish a managed Core HR platform running Oracle PeopleSoft HCM on Azure.
