In 2022, Navarre implemented SAP S/4 HANA. The project was scoped as an ERP Financial deployment to centralize public sector finance and budget execution functions for the Government of Navarra.
The SAP S/4 HANA implementation concentrated on SAP FI functional capabilities, with explicit module workstreams for compensations, credit modifications, and third parties management. The deployment included configuration and operationalization of extraction of budget execution reports, alongside documentation and presentations for training to support finance users.
Inetum served as the implementation partner and supplied SAP FI functional consultants who supported incident management and continuous improvement, referred to as evolution management in project artifacts. Operational coverage targeted finance and budget execution teams within the Government of Navarra, with consultant resources drawn from Inetum operations in Andalusia.
Governance emphasized structured incident management, documented support processes, and an evolution management cadence for continuous improvement, combined with formal training deliverables and user documentation. The result was a governance and support model layered on top of SAP S/4 HANA to sustain ERP Financial operations and ongoing configuration changes.

Configuration emphasized role-based access and incident lifecycle workflows to support coordinated response activities and after-action traceability.
Operational coverage extended across regional control rooms and emergency services within the Government of Navarre, enabling command-and-control operations and common operational picture sharing. The Cestel Calypso deployment interfaced with existing communications layers and control room consoles to support multi-agency coordination, while maintaining system-level audit trails and event histories for incident review.
Governance for the Cestel Calypso rollout instituted centralized incident governance and defined escalation workflows, with phased activation in coordination centers and dispatcher training to embed new operational procedures. System configuration and permissions governance were used to align departmental responsibilities and to standardize incident reporting and interagency handoffs.

In 2020 the Government of Navarra implemented IBM Watsonx as a Generative AI Platforms deployment to power a multilingual virtual assistant for tourist information. The initiative was executed as a co-creation between IBM Client Engineering and the regional administration and produced AmaIA, a virtual assistant launched on the Navarra Tourism website and pilot tested during the Sanfermines when the region receives millions of visitors.
IBM Watsonx was configured to deliver multilingual natural language understanding and generative response capabilities, enabling conversational replies and personalized tourist information in several languages. The implementation relied on content from the Navarra Tourism website for response grounding and incorporated category aligned capabilities such as context management, intent recognition, and language generation to sustain interactive dialogues.
Operational coverage centered on the Navarra Tourism function within the regional government, with the web facing assistant scoped for visitor engagement during major events and peak tourism periods. Deployment architecture emphasized a site integrated conversational interface, multilingual query handling, and model tuning driven by live pilot interactions during Sanfermines.
Governance followed a pilot and evaluation approach, with the Regional Minister of Economy and Finance and of University, Innovation and Digital Transformation framing the Sanfermines pilot as an opportunity to assess understanding and functionality. The Government of Navarra positioned AmaIA to offer better services and increase the tourist experience, using pilot findings to guide iterative refinement of conversational models and operational processes.
