In 2020 Illinois implemented SAP SuccessFactors Employee Central Global Benefits as part of a statewide, multi-wave SAP deployment that sought to consolidate benefits administration across state agencies. The program was organized into three parallel waves to bring agencies live in clustered groups, with an explicit goal to replace more than 400 prior systems including the Morneau Shepell Benefits Marketplace and to extend Benefits Administration coverage to roughly 50,000 employees across more than 50 scheduled agencies.
The initial wave focused on enterprise finance and accounting modules, including general ledger, accounts payable, accounts receivable, project accounting, bank reconciliation, budgeting, procurement, and grants management, delivered in staggered clusters. The third wave was scoped to deliver the full SAP HCM suite, including hiring management, personnel administration, labor and payroll management, benefits administration, compensation management, time and attendance, and leave management, with SAP SuccessFactors Employee Central Global Benefits serving the Benefits Administration function within HR.
The deployment incorporated SAP HANA as an analytics and reporting layer, using the SAP HANA cockpit for advanced analytics and predictive reporting, and the HANA platform was retrofitted to agencies that had gone live earlier. Rollout sequencing used clustered go lives beginning with a pilot in October 2016 for three agencies, followed by additional clusters in April 2017, July 2017, January 2018, July 2018, October 2018, and January 2019, reflecting a staggered, phased operational coverage model across state departments.
Governance emphasized cluster-based change consumption, with the program team shifting from an initial disparity driven pilot to a likeness based rollout to leverage similarities across agencies and reduce integration complexity. The schedule experienced timing adjustments due to scope, scale, and resource availability, and the longer term roadmap aligns with the state cloud strategy to extend the full SAP SuccessFactors suite beyond SAP SuccessFactors Employee Central Global Benefits.
