In 2015, Middlesbrough Council deployed Unit4 Business World as its ERP Financial platform, replacing SAP ERP ECC 6.0 and procured via the UK Government G-Cloud framework. The Unit4 Business World implementation delivered unified financial management functionality including general ledger, accounts payable and receivable, procurement, and income management, with most processes used straight out-of-the-box and minimal customization. The deployment emphasized self-service finance workflows, moving day-to-day transactional activity to budget managers for order raising and invoice handling, which the council cited as a primary contributor to increased finance productivity and tighter spend control.
Architecturally the rollout was cloud-first, initially launching Unit4 in the cloud and later migrating to Microsoft Azure Cloud 2.0 to enhance resilience and performance. The Unit4 platform was integrated with a Proactis invoice capture solution to automate conversion of paper and PDF invoices into electronic records, validate invoices against purchase orders and supplier data, and attach invoice images to transactional records for matching and approval.
Governance and rollout were tightly coordinated, with Unit4 Professional Services working with the council to meet an aggressive seven month implementation schedule, delivering the program on time and on budget. Operational changes included devolved procurement accountability to line managers, centralized monitoring by the finance team, and standardized processes that facilitated knowledge sharing with neighboring councils using the same Unit4 platform.
Reported benefits from the implementation included increased finance management efficiency, streamlined and integrated Proactis invoice capture processing, and improved ability to provide actionable financial insight to decision makers. Operational coverage included the OD function, HR-facing management cohorts, and cross-functional teams, with content aimed at manager development and team-level OD initiatives linked to Insights profiles.
Governance and rollout were led by an OD Business Partner, who from June 2021 managed the 360 feedback roll-out, coached managers on interpreting feedback reports, and worked with external partners to deliver virtual programme content. The council maintained a manager-focused governance approach, embedding interpretive guidance and facilitation to ensure learning content supported practical behaviour change.
The implementation emphasized internal capability to author and iterate Learning and Development content using Articulate 360 Platform and Storyline 360 while coordinating with TalogyTech-driven feedback to support embedding the Values. The combined program supported manager development and organizational development activities without introducing named platform replacements or quantified outcome claims.
