The implementation targeted procurement and finance business functions and is categorized as Analytics and BI to centralize spend visibility and supplier oversight. The POC implemented core procurement modules including supplier and vendor management, tendering, auction management, supplier invoice management, and spend management. RheinBrucke MeRLIN Spend Analysis was configured to centralize supplier master data, instrument e-auction workflows, capture invoice lifecycle events, and surface spend analytics and dashboards to support category level analysis and procurement decisioning. Scope for the proof of concept was the Department of Finance in Ras Al Khaimah, United Arab Emirates, covering procurement and accounts payable process flows and involving procurement officers and finance teams. The deployment was scoped as a focused instance to validate digital procurement workflows, data consolidation, and reporting capabilities prior to any expanded rollout across additional government entities. Governance emphasis for the 2021 POC included standardized procurement workflows, role based controls, and audit trail capture to strengthen transparency and accountability in public procurement. The initiative was explicitly aimed at improving transparency and accountability and was expected to progress toward a broader rollout following the proof of concept. |
