Governance and program execution were handled through the strategic partnership structure with Vnpt, which provided consulting, platform integration, and ongoing support for the HRM rollout that began in 2019. Operational ownership focused on personnel and payroll business functions, with workflow and approval mapping adapted to mobile-enabled employee self-service and HR operations.

Governance and rollout are positioned as a strategic program to reshape booking, distribution and merchandising processes, supporting cross‑functional alignment between commercial, distribution and digital teams. The agreement explicitly aims to support Vietnam Airlines to become a leading technology driven retailer in Asia Pacific and to create tailored offers for passengers through digital merchandising and NDC distribution.
