In 2017, Toronto Hydro implemented SAP ERP ECC 6.0 to establish a SAP-centric ERP Financial backbone across its operations, with PwC Canada acting as the prime delivery partner. The program consolidated a broad set of business capabilities into a unified SAP ERP ECC 6.0 platform and was designed to address regulatory, operational and cybersecurity pressures facing the utility.
The implementation covered core SAP modules and utility-aligned functionality, with explicit scope across financial processes, procurement, sales and distribution, human capital management and asset management. SAP ERP ECC 6.0 was configured using industry leading practices, iterative prototyping and payroll validation runs, and bespoke Toronto Hydro capabilities were developed by coordinated local and offshore resources where required.
The SAP-centric architecture integrated supporting technologies explicitly named in the engagement, including Ariba for procurement extension, SuccessFactors for HCM extensions and Work Manager for field workforce enablement. The rollout was deployed across all operations to a user base of 1,400 staff and contractors, and included master data migration and a rigorous testing program alongside end-user training to ensure operational readiness.
Governance and delivery followed PwC Canada’s Transformation methodology, with PwC responsible for project management, process and solution design, SAP functional configuration, test leadership, organizational change management, training content and technical infrastructure management. Toronto Hydro consolidated roughly 30 point solutions into the new SAP-centric environment, and the engagement delivered stated benefits including reduced support costs for former systems, improved integration and transparency across business functions, and a more reliable and secure IT platform able to respond to evolving regulatory and operational requirements.

| SAP | Legacy | SAP SuccessFactors Recruiting Marketing | Candidate Relationship Management | HCM | n/a | 2020 | 2021 |
In 2020, Toronto Hydro implemented SAP SuccessFactors Recruiting Marketing as part of its Candidate Relationship Management strategy. The deployment is described within the broader SuccessFactors HXM Suite context and was centered on recruiting and talent attraction functions in the HR organization.
The implementation of SAP SuccessFactors Recruiting Marketing was configured alongside Employee Central, Onboarding, Recruiting (RCM/RMK), Learning (LMS), Workforce Analytics and Reporting (WFA), and SAP HCM as shown in internal HR system records. Configuration work focused on standard Candidate Relationship Management capabilities, including talent pool management, campaign orchestration, candidate engagement workflows, and integration points for candidate data synchronization with core HR records.
Operational scope included recruitment life cycle support for contractors and student hires, management of onboarding, crossboarding and offboarding workflows, and administration of system access for contractors. The HR team managed background and reference checks during conditional offer stages, audited and archived historical recruitment records, and supported full cycle recruitment for co op students and ongoing contractor intake estimated at approximately 80 contractors per month.
Governance and rollout activities included participation in three testing cycles, defect identification and retesting using HP Quality Center, acting as subject matter experts for hiring non payroll contractors, production of updated procedure documentation to align business processes with the new HRIS, and knowledge transfer arrangements to the system maintenance team.

In 2017 Toronto Hydro implemented SAP Enterprise Asset Management to establish an Enterprise Asset Management platform for managing electric system assets and maintenance workflows across the organization. The deployment emphasized standardization of asset master records and alignment of cross functional business processes across operations, engineering, maintenance, and work control groups.
SAP Enterprise Asset Management was configured to support core EAM capabilities including asset master management, work order management, preventive maintenance scheduling, maintenance planning and spare parts inventory control, with workflow automation and role based authorizations to streamline approvals and clarify ownership. Configuration work included business process management constructs to enforce handoffs and reduce process variance across maintenance and capital programs.
The implementation maintained interfaces to key operational systems, explicitly integrating SAP EAM with GIS, the outage management system and distribution management system, and document management platforms, enabling synchronized asset records, spatial context, outage and network control inputs, and document linkage. Ongoing stewardship covered SAP ERP process integration points and data stewardship responsibilities to keep asset, BOM, and maintenance history consistent across systems.
Since May 2019 a dedicated Lead for Business Process Management and Enterprise Asset Management has run a working group to optimize and maintain critical business processes enabled by SAP, steward EAM master data, and manage a continual pipeline of application and process enhancements. That team also led the development of an EAM SAP 5-year roadmap to outline business objectives, planned system upgrades and integration priorities, and to govern future changes and enhancements.
