Access and operational coverage were governed through university channels, departments and schools used Business Administrators or senior business officers to request access, submit required eForms, and complete mandated training before users could operate MarkView within BEN workflows.
Governance for the rollout emphasized centralized access controls and training-based provisioning, with standard eForm approvals and role-based workflow assignment to enforce segregation of duties and consistent invoice routing. The implementation narrative centers on Kofax MarkView as the AP Automation component within BEN Financials, supporting accounts payable processing and document workflow across University of Pennsylvania departments and administrative units.

Remote workers who reside outside Philadelphia, its suburbs, New Jersey, and Delaware may use one of two remote options, CUPA Consortium for Reciprocal I-9 completion or Equifax I-9 Anywhere, with the School or Center responsible for the cost. Equifax I-9 Anywhere is therefore positioned as the University of Pennsylvania's remote identity verification channel for geographically distributed hires.
Governance assigns Provost Centers the responsibility to refer all new hires including faculty type appointments, student workers, and temporary staff to Onboard@Penn on their start dates to complete onboarding and I-9 processing. The implementation ties Equifax I-9 Anywhere into existing hiring and HR onboarding operations, aligning remote I-9 completion with University of Pennsylvania HR Compliance processes for I-9 verification.
