Governance and rollout leveraged the Public Sector Model to standardize processes, increase transparency in financial reporting, and reduce administrative burdens across Venlo's affected departments. In 2018, Municipality of Venlo implemented Engage Process BPM to analyze its complaints handling process using Process Mining. The Lean team convened facilitated workshops where each role participating in the complaints process jointly mapped workflows on the Engage Process BPM platform, with specific emphasis on capturing every exception and variant. The activity was organized as a role based process discovery session focused on the municipal complaints handling function and involved direct participation from the operational teams responsible for complaint intake and resolution.
Engage Process BPM was used to capture process models, perform process discovery, and surface exception paths and redundant activities, applying Process Mining capabilities such as variant analysis and visualization. Governance shifted toward collective mapping through workshops rather than a centralized modeling team, creating cross functional ownership of the complaints workflow and an explicit register of exceptions identified during the sessions. Workshop participants documented no less than 84 distinct activities, a discovery that informed subsequent lean review priorities.
