Rollout was organized through the council finance organization with staged configuration and user acceptance activities tailored to municipal financial processes. Governance was managed by finance leadership, with operational ownership remaining within the finance department and administrative control for configuration and reporting. Operational rollout was coordinated by the council’s Coordinator Business Transformation and involved co design sessions with peer councils to evolve the Employee Kiosk module. The module was pushed out to different employee groups with minimal formal change management or training, and 100% of employees now have access to pays and holiday leave information via the Civica Authority Employee Kiosk, supporting streamlined payroll and HR operational workflows.
