In 2010 Wellington Shire Council implemented IgniteTech Computron as its ERP Financial application to support the council finance function. IgniteTech Computron was provisioned for central financial management and configured to align with municipal accounting workflows across the finance department.
The implementation focused on core ERP Financial capabilities, including general ledger configuration, accounts payable, accounts receivable, budgeting and planning, cash and bank reconciliation, and financial reporting. The deployment included chart of accounts design and role based access for finance staff, with configuration to support routine transaction processing and month end close workflows.
Rollout was organized through the council finance organization with staged configuration and user acceptance activities tailored to municipal financial processes. Governance was managed by finance leadership, with operational ownership remaining within the finance department and administrative control for configuration and reporting.

In 2020 Wellington Shire Council implemented ELMO Learning Management to digitize paper-based learning workflows and introduce more flexible, transparent training processes. The deployment targeted the council’s Learning and Development function across its Gippsland municipality, serving staff distributed across more than 30 communities within the council area.
The implementation used ELMO Learning Management alongside the vendor’s featured solutions for Performance Management and Course Builder, creating a combined capability set for course creation, online learning delivery, and staff performance learning links. ELMO Learning Management was configured to centralize course content and participant records, and to support configurable course workflows consistent with Learning and Development best practices.
Operationally the program shifted manual, paper-based processes into digital learning workflows and centralized records to improve transparency and flexibility for trainers and administrators. Governance changes emphasized structured course provisioning and consolidated Learning and Development oversight, aligning training administration with council HR and L&D processes. The stated outcome was a move away from paper-based training toward more flexible and transparent digital options using ELMO Learning Management.

In 2020 Wellington Shire Council implemented Civica Authority, deploying the Government ERP to consolidate finance, payroll and core day to day operational processes. The implementation reflects a transition of Authority from on premise deployments toward a Civica SaaS platform and includes the Authority Connect mobile channel as a staff access layer.
The Employee Kiosk module on the Authority Connect mobile app was configured to provide employees instant access to payslips and holiday leave entitlements from their phones, enabling near paperless pay and leave administration. Civica Authority continues to house the council’s financials, payroll and operational records, while the kiosk module delivers self service payroll functionality, intuitive mobile UI and reduced manual leave calculation error.
Operational rollout was coordinated by the council’s Coordinator Business Transformation and involved co design sessions with peer councils to evolve the Employee Kiosk module. The module was pushed out to different employee groups with minimal formal change management or training, and 100% of employees now have access to pays and holiday leave information via the Civica Authority Employee Kiosk, supporting streamlined payroll and HR operational workflows.
