In 2020, Orange County Sanitation District implemented Shoretel VoiP as its PBX, VoiP and Phone Systems to centralize enterprise voice and emergency telephony across operations. The deployment covered two treatment plants and 19 pump stations across Orange County, California, supporting over 700 users and 125 emergency telephones.
The Shoretel VoiP implementation included configuration and ongoing management of the Mitel ShoreTel telephony platform, provisioning user extensions, emergency phone routing, and operational call routing policies. Administrative tasks encompassed system provisioning, handset lifecycle management, and aligning voice service configurations with network policies and QoS expectations.
The voice platform was integrated into the district network architecture which relies on dedicated MPLS with 4G LTE backup, two internet routers, and a Cisco switching fabric that was modernized to C9300L access, C9500 distribution, and N9K core elements alongside earlier 2950, 3650, 3750, 4500 and N7K equipment. Monitoring and operational support were instrumented through SolarWinds for network, server and IPAM visibility, and remote user access was supported via NetMotion VPN. The team also executed a Dual ISP project that obtained an ASN and IPv4 allocation to provision resilient internet paths for critical voice traffic.
Governance and rollout were driven by formal procurement and decision artifacts including RFPs, agenda reports, cost analyses and decision packages to secure approval and funding. The Senior Network Engineer led configuration, created SolarWinds custom pollers and alerts, and maintained network maps to provide operators immediate visibility of voice and network connectivity. The district concurrently advanced a Unified Communication effort using Microsoft Teams Voice with Direct Routing and engaged AudioCodes for SBC, SBA and media gateway equipment selection.
