Configuration work included security partitioning and role based access controls, HR workflow orchestration for onboarding and leavers, and reporting models for HR operational metrics using the applications native HR reporting and analytics capabilities. The deployment was instrumented to coexist with the Welsh Governments broader HR technology ecosystem, explicitly referencing payroll delivery services ePayfact and iPayView and an Applicant Tracking System provided by Oleeo. Integration work concentrated on employee master data synchronization, payroll feed export for ePayfact and iPayView, and handover of candidate and new hire data from Oleeo to Microsoft Dynamics 365 Human Resources to support HR processing and payroll initiation. Governance and support arrangements were formalized with a managed services approach, Inciper retaining implementation and transition responsibilities and a vendor support window recorded from 01-2024 to 12-2026. The program documentation indicates a move to centralized Core HR operations and ongoing managed support, with the Microsoft Dynamics 365 Human Resources instance serving as the central HR system for Welsh Government moving forward.
