Operationally the implementation was embedded within a Central Planning Team responsible for optimizing a £38m Final Mile Spend and controlling a £3.7m Primary Transport budget for magazine distribution. The PTV Smartour Fleet Management environment was used to drive supplier and route consolidation efforts that supported reductions in trunk miles and enabled tighter control of primary transport spend. Governance and process changes accompanied the rollout, with the Central Planning Team leading network rationalisation and hub consolidation projects that reduced magazine hubs from 6 to 4 and accelerated network right sizing due to managed trunk costs. Sourced and implemented as a planning tool upgrade, PTV Smartour directly supported cost out targets, with primary trunk spend reduced to £2.0m and Final Mile annual cost out targets of £1.5m met or exceeded, and hub consolidation delivering reported savings of £3.5m. | |

Operational coverage is citywide and centered on the traffic control room, enabling visibility beyond locations with sensors or CCTV and providing network-wide situational awareness for traffic operations. Governance and operational use emphasize the control room as the primary decision environment, with PTV Optima used to test alternative scenarios for the next hour, next day, or weeks ahead. The city retains the implementation as an operational road modelling asset for monitoring current conditions, planning near-term operations, observing how plans play out, and using those observations to improve future traffic strategy. | |
