Functional workflows were established for accounts and general ledger processing, inventory valuation and lifecycle, discrete manufacturing planning, and procurement requisition to purchase order processing, consistent with ERP Financial objectives. Implementation included third-party integrations for transportation management and demand planning, creating an integrated operational layer between JD Edwards EnterpriseOne and external supply chain services. The deployment targeted enterprise operational coverage across finance, manufacturing, procurement, and inventory teams supporting approximately 1,200 employees, aligning application services to those business functions. CIO selection of Oracle Platinum Partner ERP Suites defined the deployment and support model, with ERP Suites providing hosting, CNC support, development, and training services on new hardware and managed support services. The full implementation from initial planning to completion took less than 47 days, data cutover required 16 hours, and Renewable Energy Group’s Oracle JD Edwards EnterpriseOne environment became fully functional in the ERP Suites hosted environment. | |

The implementation was positioned as a unified cloud program to centralize Utilities, Public Works and Administrative back office functions across the City of Dothan, Alabama. The technical footprint includes Oracle Fusion Cloud Enterprise Resource Planning as the core financial and back office layer alongside Oracle Utilities Customer Cloud Service, Oracle Utilities Work and Asset Cloud Service, Oracle Field Service and Oracle Public Sector Compliance and Regulation. Functional capabilities implemented or forecasted include utilities customer management, work and asset management, field service automation, financials and administrative workflows, simplified digital permitting and expanded employee self service. The program executed a migration from NaviLine Central Square to Oracle Cloud Applications and was scoped as a city wide cloud consolidation project covering utilities, public works, permitting offices and administrative departments, with engagement touchpoints for businesses, builders and developers. ESC Partners served as the systems integrator and worked hand in hand with City staff and Oracle, with a project kickoff in July 2021 and a planned 30 month implementation timeline. Governance and rollout relied on ESC Partners proprietary implementation methodology and change management practices to coordinate cross departmental workflows and improve management visibility by consolidating systems onto a single cloud platform. The engagement was budgeted at approximately $12M and explicitly targets improved citizen experience, elevated utilities customer services, reduced outage response times, improved field services functionality and streamlined digital services including permitting and employee self service. | |
