In 2020, Cobham Advanced Electronic Solutions implemented Oracle Talent Management Cloud as part of a broader Oracle HCM Cloud program to consolidate HR tooling and improve talent workflows. The project addressed disparate HR systems and paper processes, difficulty tracking accurate real time employee data, limited HR support capabilities, and the need to adhere to strict data privacy guidelines to remain FedRAMP compliant, with Baker Tilly Advisory Group serving as the implementation partner.
Baker Tilly configured Oracle Core HR, HR Help Desk, Talent Management, Learning, and Workforce Compensation modules under a phased delivery model. The program began with a Program-Wide Harmonize phase to develop an Enterprise Common Model and a prioritized roadmap, followed by Phase I for Core HR, HR Help Desk and Talent Management, Phase II for Learning, and Phase III for Workforce Compensation. Oracle Talent Management Cloud was implemented to support talent profile management, career development, goal management, performance management, talent review and succession planning, and a defined HiPo Program.
The technical design consolidated multiple Core HR systems into one platform that held all HR data across locations and enabled manager and employee self service with defined approval workflows. Learning Cloud work included process optimization for platform agnostic content, enhanced controls for security and tracking of compliance related courses, and interfacing with third party vendors to obtain learning content. Workforce Compensation design focused on streamlining compensation processes and developing the organization’s first Total Compensation Statement.
Governance and operational changes included creation of the HRSolution team to operate the HR Help Desk, alignment of business processes to HCM Cloud capabilities, and assessment of fit for geographic and business unit requirements to inform system configuration. The Enterprise Common Model and roadmap guided phased rollouts and established approval workflows to reduce administrative burden on local HR functions. Implementation processes emphasized harmonization of HR data models and centralized service delivery for HR and Talent Management.
The deployment delivered a unified Oracle Talent Management Cloud instance as a single source of HR data, enabled real time reporting and advanced analytics for more informed decision making, and empowered employees to manage HR and talent information through self service. The Learning phase introduced enhanced compliance tracking controls to support regulatory requirements, and the overall program established centralized governance and operational support for HR, talent, learning, and compensation functions.

In 2020, Cobham Advanced Electronic Solutions implemented Oracle Cloud HCM Learning as part of a phased Oracle HCM Cloud program led by Baker Tilly Advisory Group. The initiative addressed CAES's fragmented HR landscape and FedRAMP related data privacy requirements by consolidating HR processes and centralizing learning operations within the Oracle Cloud HCM Learning application, categorized under Learning and Development.
Baker Tilly executed the program in four defined phases, beginning with a Program Wide Harmonize phase to develop an Enterprise Common Model and roadmap. Core HR, HR Help Desk, and Talent Management were delivered in Phase I, Oracle Cloud HCM Learning was delivered in Phase II, and Workforce Compensation was scoped for Phase III. Configuration work for Oracle Cloud HCM Learning emphasized platform agnostic content management, enhanced security and tracking for compliance courses, and learning process optimization aligned to the broader HCM design.
The engagement delivered integrated functional capabilities across Core HR, HR Help Desk, Talent Management, Learning, and Workforce Compensation, and included the creation of the HRSolution team to operate the HR Help Desk. The learning implementation included interfacing with third party content vendors to populate learning catalogs, and rollout of manager and employee self service with defined approval workflows, career development, performance and succession workflows integrated into talent profiles.
Governance was formalized through the Enterprise Common Model and a phased rollout approach, enabling centralized administration and standardized processes across CAES locations. The program produced a single source of HR data across all locations, empowered employees to manage HR and talent data via Oracle Cloud HCM Learning and adjacent modules, and established real time reporting and analytics capabilities to support informed decision making.
