Unit4 Business World Payroll was configured as the core payroll engine for the organisation, aligning payroll processing, statutory payroll reporting, pay element and pension configurations, and payroll interfaces to HR master data. The Payroll application supports standard Payroll category workflows including payroll runs, exception handling, and pay calculation rules tailored to local government terms and conditions. Configuration work emphasized payroll governance, audit trails, and the need to support a flexible and mobile workforce as cited in programme objectives. Operational integration centered on embedding Unit4 Business World Payroll within the wider Unit4 ERP landscape to unify HR and finance data flows across departments. The programme included migration activities from SAP HCM Payroll into Unit4 Business World Payroll, and coordination of interfaces between Payroll and the ERP finance and procurement components to ensure continuity of employee, cost and reporting data. The deployment covered corporate back-office functions across the council rather than a single department or site, reflecting organisation wide scope for HR and payroll operations. Governance and funding were managed through the Digital Business and Insights programme governance structure, with a Cabinet decision on 21 December 2021 approving the funding request of 1.25 million pounds revenue and 1.91 million pounds capital to extend the programme and achieve the planned April 2022 go-live. The council framed the implementation as enabling service transformation, driving efficiencies, improving management decision making and fully enabling a flexible and mobile workforce, objectives included in the programme justification and Cabinet report. | |
