In 2021, Surrey County Council extended funding to complete implementation of Unit4 Business World. The Unit4 Business World deployment is an ERP Financial initiative contracted to Unit4 Ltd and commenced in September 2020, originally targeted for a December 2021 go-live before Cabinet approved an extension to complete go-live in April 2022.
The implementation centralizes back-office Finance, Procurement, HR and Payroll processes, deploying core finance, procurement and human capital processing capabilities consistent with an ERP Financial system. Unit4 Business World is configured to manage transactional finance, supplier and purchase-to-pay workflows, payroll processing and employee data, supporting management decision making and operational reporting.
The project replaced an existing SAP ERP ECC 6.0 environment, and delivery included systems integration support from Embridge Consulting. Cabinet documentation records approved revenue funding of and capital funding of to complete the programme, with senior governance led by the Deputy Leader and Cabinet Member for Finance and Resources and the Executive Director for Resources.

In 2005 Surrey County Council implemented OrangeHRM ATS, an Applicant Tracking System, to support recruitment and core HR business functions. The OrangeHRM ATS deployment emphasized standard Applicant Tracking System capabilities, including job requisition management, candidate tracking, configurable recruitment workflows, interview scheduling, offer processing and reporting, with OrangeHRM ATS integrated into HR hiring processes.
Operational ownership is centered within HR and corporate recruitment teams, with configuration focused on role based access, workflow orchestration for requisition approvals and reporting instrumentation for compliance and audit needs. The deployment supported end to end candidate lifecycle management and standardized recruitment workflows across council hiring administrators.
Separately the organisation maintains an ongoing SAP Time Management project where the team assists SAP Time Administrators with monthly payroll data input, training, creation of clear work instructions, e learning packages, online support, validation reporting and query resolution. The project team member reports being highly knowledgeable in all areas of SAP Time Management and has participated from the beginning of its implementation on the live system, providing operational governance and hands on support to payroll and time administration processes.
