In 2018, IEHP implemented SAP SuccessFactors Recruiting Marketing as part of its Candidate Relationship Management strategy. The implementation was executed within a broader HR transformation at Inland Empire Health Plan, a 100 percent federally funded healthcare payer serving more than 1.3 million members and approximately 3,600 employees in Southern California, and it was positioned to support rapid workforce growth and centralized recruitment efforts.
SAP SuccessFactors Recruiting Marketing was configured to provide recruitment marketing and candidate relationship management capabilities, including candidate sourcing and pipelining, CRM workflows for talent pools, campaign management, and employer branding content orchestration. The deployment aligned Recruiting Marketing with SAP SuccessFactors Employee Central and adjacent talent modules, ensuring candidate profiles and talent pools flowed into Performance & Goals, Compensation, and Succession & Career Development for end to end talent lifecycle continuity.
The implementation architecture was designed to interoperate with WorkForce Software Time & Attendance and Absence Compliance, and the program included integrations with Benefitfocus, Sodales, and an Application Managed Services provider for ongoing support. Rizing served as the systems integrator, leading configuration, legal compliance updates, and change management while internal process engineers and department heads supplied detailed process mapping and requirements for recruitment and HR workflows.
Governance relied on rigorous process mapping, phased rollout, and targeted training for HR, hiring managers, and operational stakeholders. The broader transformation reached production in December 2019, and the integrated SAP SuccessFactors Recruiting Marketing Candidate Relationship Management capability formed part of a tested HR suite that supported IEHP response activities during the COVID 19 period, including rapid remote work enablement and timely updates to leave and pay codes with Rizing ensuring system compliance.

In 2016, IEHP selected WorkForce Absence and Leave from WorkForce Software to address pervasive manual time and leave processes and inconsistent reporting across the organization. The program was scoped as an enterprise absence solution under the Absence and Leave Management category and was implemented with partner Rizing to centralize absence lifecycle functionality and policy enforcement.
WorkForce Absence and Leave was configured to provide a single view of employee leave status, an end to end one login experience, and rule driven absence workflows. Configuration emphasized complex pay rules common in healthcare, including rules that extend past midnight, multishift premiums and holiday pay, along with leave types and notifications to support state and federal compliance. Reporting and auditability were part of the initial build to replace paper time sheets and recurring manual verifications.
The implementation included a complex integration with the organizations existing payroll system to ensure pay and leave accounting remained synchronized, and it replaced manual time and attendance processes noted during requirements gathering. Operational coverage spanned HR, payroll and application services, with legal engaged to translate and accommodate new California leave provisions. Rizing acted as the systems integrator during design, build and deployment phases.
Governance and rollout followed a documented approach, IEHP took inventory of business requirements, hired a third party consultant to map current state processes, collaborated on a future state and met with each department head to create process flows and diagrams. IEHP went live in December of 2019 and the solution was used during the COVID 19 response, supporting the rapid move of 2,500 employees to remote work in less than two weeks and enabling systematic management of pandemic related leaves.
