In 2010 the Federal Employment Agency awarded Heidelberg-based tts GmbH a large contract to produce tt Knowledge Force web based trainings under the Digital Adoption category, covering up to 150 learning hours to be delivered to employees and customers of the BA by March 2012. The procurement emphasized tts GmbH experience in planning, development, production, introduction, provision and evaluation of multimedia e learning products and required adherence to the BA corporate design for all learning units.
The engagement focused on production of software simulations and web based trainings as core functional modules, with 120 learning hours including audio narration and 30 hours delivered without audio. Audio-enabled WBTs include a learner control to switch sound on or off, and when sound is turned off the narration is rendered as text in a separate window. All WBT content was required to be visible without scrolling and adapted to employee screen resolutions to maintain consistent presentation and usability.
Deployments were integrated with the BA learning platform ILIAS, the WBTs being uploaded and launched by users from that LMS. The deliverables were explicitly SCORM compatible so that learning progress, learning status and learning duration could be transferred to ILIAS, SCORM standing for Sharable Content Object Reference Model and defining reusable learning module behavior within an LMS. The specification also required SCORM data transmission to enable certificate generation after users completed at least 80 percent of a WBT.
The contract included specific accessibility and governance requirements, notably preparing content to be meaningfully usable by the severely visually impaired and the blind and meeting the BA timetable for completion by March 2012. All WBTs had to conform to BA corporate design standards and provide the tracking fields necessary for ILIAS driven certification and reporting, establishing a production, upload and LMS integration workflow aligned to those requirements.
