The deployment leveraged the city’s ServiceNow IT Service Management implementation to enable cross-team routing between HR and IT, and to provide a unified knowledge center supporting both employee HR inquiries and the 311 citizen service channel. Operational coverage included municipal HR and IT teams across the City organization of roughly 1,848 employees and integration into citizen-facing 311 processes managed by human services and public works. Since launch in March 2020 the City of Santa Monica App recorded 5,636 requests and averaged about 150 case completions per day, enabling centralized handling of homelessness, rent control, and consumer protection inquiries, and supporting a rapid scale of remote work from five people to 800 within 36 hours.

By replacing Oracle JD Edwards OneWorld with Tyler Munis ERP the city centralized its municipal finance and procurement application footprint, coupled with formalized end user training and governance overseen by finance and procurement leadership.
