In 2014 Greater Western Water implemented Oracle e-Business Suite Accounts Payable as part of an AP Automation scope aligned with the broader Arrow program focused on City West Water facilities in Melbourne, Australia. The implementation was delivered as Release 2 design and implementation work, with the first live Release 2 go live covering Inventory, Advanced Procurement Suite, Financials and Enterprise Asset Management for City West Water Facilities.
Release 2 required an upgrade of the Oracle environment from R12.1.3 to R12.2.4 to leverage enhanced mapping capabilities, and the solution environment includes Oracle Apps R12.2.4 components such as iProcurement, Purchasing, Inventory, Payables and Payments, Project Costing, iExpense and Procurement Contracts, with continued presence of R12.1.3 modules during the transition. The Oracle e-Business Suite Accounts Payable implementation centered on a redesigned procure to pay cycle, configuration of enhancements to meet client requirements, and functional testing artifacts required for CRP1, CRP2, UAT and Go Live phases.
Operational coverage was focused on City West Water Facilities within the Greater Western Water footprint, delivered onsite in Melbourne, and designed to support a project based organization where Project Costing is a crucial business function. Governance and rollout responsibilities included ownership of procure to pay deliveries from onsite, coordination with Oracle to resolve system bugs, estimating effort for change requests, and managing induction, knowledge transfer and competency development for the delivery team. In 2012, Greater Western Water implemented Oracle OBIEE. Greater Western Water is a Victorian Government-owned organization that provides drinking water, sewerage, trade waste, and recycled water services to customers in Melbourne’s central business district and western region and has responsibilities for managing the water cycle to support community health and protect the environment.
Oracle OBIEE, an Analytics and BI application, was configured to provide enterprise reporting, dashboards, ad hoc analysis, and a governed semantic layer for cross functional reporting. The implementation emphasized reusable subject areas and metadata modeling consistent with OBIEE repository design, along with scheduled ETL feeds to populate reporting schemas.
The deployment was provisioned on an Oracle technology stack and integrated with Oracle E-Business Suite 12.2.4 for ERP and billing feeds, Oracle Database 12c as the analytical data store, and Oracle Fusion Middleware for presentation and application services. Advanced Database Security and Advanced Application and Middleware Security were included in the environment to enforce database level controls and application level access management.
Operational scope covered business functions that support water services delivery, including operational analytics, regulatory reporting, customer service insights, and financial reporting across the regions served. Governance was centralized under an enterprise BI model with data model stewardship, role based access controls, and scheduled load and report publication processes to support cross departmental consumption.
