In 2009 Ministerie van Justitie en Veiligheid implemented Oracle E-Business Suite as an ERP Financial system to provide a consolidated financial and purchasing information platform. The implementation was part of a project named Leonardo with a budget of 15 million euros and was defined to replace the existing SAP R/3 environment.
The deployment centered on Oracle E-Business Suite modules for core financials and purchasing, with configuration work focused on general ledger controls, accounts payable workflows, procurement and purchase-to-pay processing, and reporting capabilities consistent with ERP Financial functional patterns. The Oracle E-Business Suite instance was provisioned to standardize transactional finance and procurement processing across the ministry.
Ordina was engaged to supply and implement the system, working together with Oracle and consultant Conquaestor, and Ordina was contracted to take on ongoing management and maintenance responsibilities. The program included explicit plans to establish a dedicated management organization to operate the deployed Oracle E-Business Suite environment and to coordinate vendor and consultant support.
Governance for the rollout emphasized a managed handover to the ministry via the newly created management organization, with Ordina accountable for implementation delivery and post-implementation operations in collaboration with Oracle and Conquaestor. The implementation covered core workforce management capabilities and was configured to manage scheduling, adherence monitoring and WFM dashboards, while releases and new modules were set up, tested and implemented as part of ongoing operations. Functional work included configuring Avaya Aura Workforce Optimization modules to align with call handling schedules and the operational requirements of the WFM team and operational management.
The Avaya Aura Workforce Optimization deployment was integrated with Avaya Telephony and Avaya Call Center Elite, and the environment was operated alongside Verint Flexmanager according to the functional manager responsible for telephony and WFO. The program also included development and management of the voice response system to coordinate automated call handling with workforce scheduling and routing functions.
Governance and process work focused on continuous adjustment and improvement of telephony and scheduling processes, conducted in consultation with managers, users, IT and suppliers. A functional manager based in Leeuwarden managed Avaya Telephony, Avaya Call Center Elite, Avaya WFO and Verint Flexmanager, providing operational support and advice to the WFM team and overseeing module rollouts and release testing.

QlikView reporting served as the analytics layer that complemented P2P automation efforts and Topdesk driven communication workflows.
Governance and rollout were led by a project leader who combined project oversight with day to day management of the P2P team, process optimization, stock control, and management advisory responsibilities. Implementation emphasis was on improving management and control information, embedding QlikView as the reporting backbone for operational governance and process standardization.
