Oracle Cloud ERP will be used to replicate and enhance functionality currently provided by the North Carolina Accounting System NCAS and the Cash Management Control System CMCS, aligning core financial, procurement, cash management, project financials, grants, budgeting, consolidation, reconciliation, and analytics capabilities.
The implementation plan is organized into three or more releases by organizational or functional segmentation, with each release expected to impact between 500 and 3,000 users and up to 30 percent of users affected by more than one release. Current NCAS footprint and volumes are explicit drivers for architecture and cutover planning, NCAS supports 28 State agencies and six State boards as primary transactional systems, 23 entities interface summary level financials, and 112 entities submit financials for CAFR compilation. NCAS has 5,600 user IDs with 2,800 active users and up to 1,000 concurrent users, processing over 800,000 payments and 40,000,000 transactions per year. CMCS supports cash operations with 2,300 user IDs, up to 300 concurrent users, and annual volumes above 80,000 cash requisitions, 60,000 cash transfers, and 400,000 deposit transactions.
Governance and rollout emphasis is on training, change management, and phased operational cutover, with the RFI specifically requesting vendor recommendations for planning, development, delivery, and maintenance of learning and training assets to support adoption across agencies and boards. The implementation narrative centers on configuring Oracle Cloud Financials application services, establishing phased release governance for functional and organizational segmentation, and aligning training and support assets to each release to ensure momentum for statewide adoption of Oracle Cloud ERP in the ERP Financial category.
