In-House Applications Legacy In-House ERP ERP Financial ERP Financial Management n/a 2007 2007
In 2007 Stephens County, GA implemented an In-House ERP as an ERP Financial application. The system was developed as an in-house application and deployed on county-managed infrastructure to centralize core financial processes for local government operations. The In-House ERP includes core financial modules such as general ledger, accounts payable, accounts receivable, budgetary control and fixed assets management, along with procurement and revenue billing capabilities common to public sector finance systems. Configuration emphasis favored fund accounting, appropriation controls and line-item budget workflows to align with municipal fiscal rules. Workflow automation encompassed invoice processing, commitment accounting and period close procedures designed to support the county finance function. Operational coverage extended across the county finance office, tax assessor and collector functions, procurement staff and departmental budget owners, consolidating financial records for elected officials and administrative decision-making. The implementation included interfaces to departmental systems and reporting feeds, enabling consolidated financial reporting and transactional handoffs between revenue, procurement and payroll workflows. Governance focused on role-based access controls, audit logging and period close policies to meet public sector compliance requirements. User training and procedural documentation were used to operationalize the In-House ERP across county departments, with ARTW primary research documenting the 2007 in-house deployment.
