In 2014, the Government of the Canary Islands deployed Indra iSafety Warning at the new Municipal Emergency Center of Las Palmas de Gran Canaria, Cemelpa. Indra iSafety Warning is a Mass Notification System chosen to facilitate integrated management of Municipal Police, Civil Protection and Firefighters. The technological endowment for Cemelpa was awarded to Indra within a 1,211,000 euros start-up budget, and the center was provisioned with a large format 3x3 videowall and multi-agency operator work positions to support unified situational awareness.
The deployment consolidated a set of integrated application modules on a single platform, including warning systems, coordination, control, response, dispatch and monitoring of resources, communications integration, geographic information and vehicle location capabilities. Indra iSafety Warning incorporated recording and TETRA radio terminal support to provide resilient communications and unit location, enabling command and control workflows and resource dispatching across municipal services. The system was configured to ingest feeds from existing city sensors and surveillance infrastructure to support incident triage and real-time situational awareness.
Integrations were implemented with city video and traffic camera feeds, and fiber optics and IP video equipment were deployed by Lumican of the Etra Group to feed camera streams into the platform. The solution was integrated with the regional emergency service 112 and included citizen attention points and vehicle-mounted terminals to enable direct contact with the center. These integrations supported coverage of mass events, continuous monitoring of official buildings and sensitive infrastructure, and unified incident handling across agencies.
Operational governance was organized around a dedicated crisis room for commanders, a Technical Unit of Security and Emergencies responsible for activating the Municipal Emergency Plan Pemulpa and a Coordination Centre Cecopal for multi-agency decision making. Social media management for mobility and security was embedded into operational workflows to deliver public guidance during weather alerts and event-related traffic diversions. The configuration emphasized centralized reception of citizen demands and coordinated action among the different forces to improve the effectiveness of security operations.
