In 2015, Gryphon Technologies implemented Navy ERP. The Navy ERP implementation was provisioned as an ERP Financial application to support program budgeting, cost planning, and execution for Gryphon's defense-focused finance operations supporting SEA05 and Washington DC program offices.
Implementation concentrated on project and cost accounting modules, including WBS structure creation in Project Builder CJ20N and establishment of cost planning in CJ40. The team executed Navy ERP cost instruments such as Cost Reimbursable WXs, Direct Cite, and MIPRs, and used ZRQIS002 and Status of Funds Reports to track commitments, obligations, expenditures and unliquidated obligations across current and prior year funding.
Operational processes extended to budget control and planning workflows, with PBIS controls and spend plans maintained inside Navy ERP and Budget Exhibit Controls reconciled against BOCS entries in Cobra. The implementation supported Task Planning Sheet TPS inputs managed through NEPS, monthly performer technical and financial report analysis for Program Managers and SES leads, and continuous adjustments to spend plans for emergent requirements and budget board outcomes.

In 2021, Guidehouse led implementation activities for Navy ERP, focusing on ERP Financial controls, access management, and configuration governance at the Department of Navy. The engagement scope included design, documentation, and implementation of policies and procedures for access controls, interface controls, segregation of duties, and configuration management, with coordination extending to Department of Army stakeholders where tasks and resource planning were documented.
Guidehouse implemented Access Violation Management by Greenlight for Navy ERP and two legacy systems, conducting a GRC ruleset analysis and developing functional and regression test plans for AVM workflows. The team created training and reference guides for all AVM stakeholders, conducted post implementation reviews of the AVM tool, and managed the execution of corrective action plans and Plan of Action and Milestones, POA&Ms, to remediate identified IT control deficiencies.
The program defined interface control requirements to align with FISCAM, NIST 800-53, and Department of Defense IT Control Standards, and advised Department of Navy system owners on documenting and maintaining system interfaces to improve audit compliance. Guidehouse also worked with the client to identify and implement feasible automated processes to enhance the integrity and accuracy of financial transactions across the enterprise, and evaluated change requests to manage associated scope time and cost impacts.
Project governance adhered to the SWM PMO and Project Management standard methodology, using detailed project schedules with identified task dependencies and critical paths. Guidehouse managed stakeholder engagement and communications across DON and DOA, led System Control Assessment discussions, delegated accountability for configuration and access control tasks, and tracked status from initiation through closeout to ensure alignment with audit and compliance requirements.
