In 2018, City of Hutto, TX implemented PlanSource as its Benefits Administration platform to centralize benefits enrollment and vendor oversight for a municipal workforce of roughly 220 employees. The implementation was led from HR and targeted core benefits functions including open enrollment management, ongoing enrollment changes, leave of absence administration and benefits billing reconciliation, with PlanSource configured and customized to support those workflows.
PlanSource was configured to deliver enrollment management, leave administration workflows, vendor relationship management, and billing reconciliation capabilities. The project included design and customization of the benefits platform, a paperless new hire onboarding process and a formalized job requisition and approval workflow, all administered through PlanSource.
Operational integrations explicitly included coordination with payroll, oversight of insurance carriers and the Benefits Broker, and connections to retirement, pension and workers compensation vendors for enrollment and billing reconciliation. The platform was used across HR, payroll, hiring managers and employees to manage annual open enrollment events, process elections, and reconcile monthly benefits invoices.
Governance and process changes included training for managers and employees on new procedures, standardized forms and approval flows, and formal vendor oversight. The rollout produced explicit operational outcomes stated by the implementers, including a paperless new hire process resulting in 95% paper elimination and a 100% increase in new hire processing time, and ongoing monthly reconciliation and discrepancy resolution between City accounts and benefits vendors.
