The engagement delivered a full hire-to-retire scope while positioning TCS DigiGOV HRMS as the central HR system of record for employee lifecycle management and self service workflows. The implementation configured core modules including employee record consolidation, recruitment onboarding, position management, time and absence tracking, and performance management, together with employee self service and manager self service capabilities. A staff mobile application and a single-view employee record were implemented to provide mobile access and consolidated personnel data for HR and people managers. Tata Consultancy Services integrated the TCS DigiGOV HRMS implementation with the council's existing SAP payroll system to retain payroll continuity while centralizing HR master data in the cloud. Operational coverage focused on HR operations, line managers, and staff across council departments, aligning HR transactional processing and performance workflows under the new Core HR platform. Governance and process standardization were part of the rollout, with process rationalization to support consistent hire to retire workflows and improved performance management practices as described in the TCS case study. Tata Consultancy Services acted as the systems integrator and delivery partner for the cloud migration and rollout.
