Clark Associates Distribution 4300 $600M United States In-House Applications In-House HCM Core HR 2016 n/a In 2016, Clark Associates implemented an In-House HCM to serve as its Core HR application for a 4,300 employee distribution organization headquartered in Lancaster, Pennsylvania. The deployment centralized employee records and established a primary HR system of record for the Employee Services and Employee Engagement teams. The In-House HCM implementation covered applicant tracking, payroll interfaces, employee profile management, and configurable HR workflows, with a focus on automating manual HRIS processes and enforcing policy-driven HRIS controls. Functional configuration included recruiting intake through onboarding workflows, payroll preparation pipelines, and structured employee data management modules aligned to Core HR responsibilities. Development and change management were organized through a dedicated Employee Systems Product Owner who maintained the product backlog, authored Product Backlog Items, and coordinated testing cycles, leveraging backlog maintenance practices and toolchains such as Azure DevOps or TFS as noted in role requirements. The platform operated alongside externally developed HRIS systems, and integrations were coordinated to enable data exchange and consolidated HR workflows. Governance was formalized through backlog prioritization, documented HRIS policies and procedures, and disciplined testing and validation of development initiatives to ensure stakeholder requirements were met. The implementation emphasized Scrum and Kanban aligned life cycles for iterative delivery, bug triage, and timeline management under product owner stewardship. Operational scope included core HR business functions across hiring, payroll coordination, employee records, and HRIS controls, with ongoing maintenance and evaluation performed by internal development teams and Employee Services stakeholders. The In-House HCM continued to be governed through documented processes, PBI-driven releases, and ad hoc data projects to support evolving Employee Services and Employee Engagement needs.
