In 2011, Bendigo Health implemented Oracle E-Business Suite. The deployment targeted core finance and payroll processing under the ERP Financial category, operated through the Chief Financial Officer's division to support Payroll, Salary Packaging and Service Support for approximately 3,500 employees.
The Oracle E-Business Suite implementation focused on financials configuration and payroll interfacing, embedding category-aligned capabilities for general ledger control, accounts payable and payroll data flows to support salary packaging workflows. Configuration work included establishing payroll interfaces and data mappings to consolidate pay calculations and salary packaging records within the ERP Financial environment.
Integrations were established with existing systems explicitly listed by Bendigo Health, including Kronos Time & Attendance and Rostering for workforce hours, Ibas for salary packaging records, SAP PowerBudget for budgeting and forecasting inputs, E-Recruit for workforce data synchronization, Bendigo Bank online banking for payment file exchange, and ManageEngine Service Desk for IT service coordination. These integrations enabled Oracle E-Business Suite to act as a centralized financial transaction hub while retaining specialist systems for timekeeping, packaging and recruitment.
Governance and operationalization were driven from the Payroll and Salary Packaging units, with activities that included developing policies and procedures, implementing payroll metrics and reporting, delivering targeted staff training, and aligning workforce profiles to service budgets. The program incorporated communication strategies and leadership development to support rollout, ongoing service support and continuous improvement in payroll operations.

In 2020, Bendigo Health implemented Totara LMS for Learning and Development. The initiative was led through the Organizational Development function, with a contracted Organizational Development Coordinator on site from July 2020 to December 2021 who developed eLearning content and drove system configuration and tenancy design.
The Totara LMS deployment included deliberate tenancy configuration to host another health service provider, implementing a multi-tenant tenancy model within the platform to segregate content, users, and administrative boundaries. Functional capabilities emphasized in the implementation included eLearning content development, course hosting, enrolment workflows, and role based access control as core Learning and Development activities supported by Totara LMS.
Integration work explicitly addressed data inflow from Payroll to the Totara LMS, creating a single source of truth for learner records and workforce attributes, and information outflow through reporting functionality to support administrative and learning operations. Operational coverage spanned the Organizational Development team and the hosted partner tenancy, with data synchronization and reporting flows connecting payroll data to learning records.
Governance focused on establishing the Payroll to LMS feed as the authoritative learner data pathway and on configuring reporting outputs and access controls to meet stewardship requirements. The implementation formalized tenancy governance, content stewardship, and process changes for enrolment and reporting to operate Totara LMS as a shared Learning and Development platform across Bendigo Health and the hosted health service provider.

| Microsoft | Legacy | Microsoft Power BI | Analytics and BI | Analytics and BI | n/a | 2015 | 2015 |
In 2015, Bendigo Health implemented Microsoft Power BI as a centralized Analytics and BI capability to consolidate performance reporting across the organisation. The deployment was driven by the Performance Reporting unit and Health Information Services to support clinical and operational stakeholders with high level dashboard monitoring of DHSS and internal metrics, and comprehensive analytical reports presented within a SharePoint reporting environment.
The implementation built on an existing Performance Reporting BI Environment called PRIME, which used a data warehouse as an aggregated repository for patient administration data from iPM and TrakCare. Microsoft Power BI was populated through purpose built data loading packages and components that exposed ePR TrakCare data, and PowerBI Desktop and Report Builder were used to migrate existing reports and dashboards into the Power BI environment. Functional workstreams included development of business rule functions, metric calculation logic, and reusable data load processes to reduce data silos.
Integrations explicitly included Patient Administration Systems iPM and TrakCare, plus additional external systems brought in as required to support reporting needs. Operational coverage spanned the Performance Reporting unit, Health Information Services, report analysts, and diverse clinical and administrative stakeholders across Bendigo Health, with outputs surfaced via SharePoint for broad access. Ad hoc SQL queries and Excel reports were retained as part of the support model to meet immediate analytical requests.
Governance and workflow changes emerged from the implementation when data integrity and data quality issues affecting funding were identified, prompting Health Information Services to create new data entry processes. The Performance Reporting team maintained and further developed the SharePoint reporting environment and rapidly delivered database updates and data load components to help report analysts produce more accurate internal reports and monitor activity against funding targets.
