In 2021, Bursa Malaysia implemented VMware Blockchain, classified as a Blockchain Platform, as a proof of concept to record stock certificates with an initial focus on dematerialisation of structured warrants. The deployment explored a distributed ledger architecture intended to act as a centralized repository for certificate records, addressing manual paper workflows and the physical transport constraints highlighted during the pandemic.
The PoC paired VMware Blockchain with Digital Asset's Daml smart contract language to enable programmable workflows for electronic scrip registration, recording and electronic term sheet testing. Structured warrants were the primary functional focus, with Daml contracts used to model registration, custody and event driven processing on the VMware Blockchain platform.
Operational participants in the initial phase included Macquarie Capital Securities Malaysia, Maybank Investment Bank and Bursa Malaysia's Labuan International Financial Exchange, extending trials across trading, issuance and registration functions. Integrations explicitly implemented in the PoC were VMware Blockchain as the core ledger and Digital Asset for smart contract logic, with interfaces scoped to support term sheet distribution and electronic scrip workflows.
Governance and process restructuring emphasized replacing manual paper handling with automated distributed ledger procedures, introducing transaction transparency and automated recordkeeping into securities registration. Bursa Malaysia framed the 2021 PoC outcomes in terms of enabling dematerialisation, enhanced transparency, security and economic efficiency rather than presenting quantified performance results.
