In 2015, the Federal Reserve Bank implemented Microsoft Skype for Business Server as its Collaboration platform under IT Messaging and Mobile Services management. Deployment work was concentrated in a Board designated test environment where on-premises Skype for Business Server instances were configured and validated prior to broader operational staging.
Microsoft Skype for Business Server was configured to deliver core Collaboration capabilities including instant messaging, presence management, and conferencing, with centralized administration automated through PowerShell scripting. The server estate was virtualized using Hyper-V on full Windows Server 2008 installs, and configuration activities drew on prior Lync Server 2010 test deployments and IM an Expert configuration experience.
Integrations were explicitly aligned with the enterprise messaging and mobile stack, including Exchange Server 2010 and coordination with BlackBerry Enterprise Server for Exchange Server integration. Mobile email encryption was validated by installing and configuring GigaTrust Mobility Server in the test environment, and BlackBerry Enterprise Server IT policy and software configuration were tailored to support GigaTrust encryption requirements.
Operational governance emphasized repeatable account and mailbox provisioning, with standardized operating procedure documents authored from Board and ARC OIG account management flow charts. PowerShell automation and scripted user account creation were implemented to enforce the provisioning workflows and to streamline BlackBerry account onboarding within the established IT Messaging and Mobile Services governance model.
