Central Provident Fund | Government | 300 | $40M | Singapore | GovTech | GovTech Singapore Government Tech Stack (SGTS) | Apps Development | 2022 | n/a |
In 2022, Central Provident Fund implemented GovTech Singapore Government Tech Stack (SGTS) under the APEX initiative. The GovTech Singapore Government Tech Stack (SGTS) deployment was scoped to Apps Development to consolidate CPF contribution submissions and other payroll reporting workflows into a single API-driven channel for employers in Singapore.
CPF Board developed service endpoints on SGTS/APEX to accept payroll-related payloads from integrated payroll systems, enabling structured submission of contribution and payroll data. Functional capabilities implemented included API endpoint handling for payroll payload ingestion, validation routines aligned to finance and social security reporting, and routing to downstream processing modules on the SGTS platform.
Operational coverage focused on employer-facing payroll submissions across Singapore, impacting finance and social security reporting and payroll operations. Governance and rollout were coordinated through the APEX initiative with CPF Board owning service endpoint development and the consolidation of employer reporting into the single API channel, which reduced administrative workload.

GovTech Singapore | Government | 4073 | $1.6B | Singapore | GovTech | GovTech Singapore Government Tech Stack (SGTS) | Apps Development | 2016 | n/a |
In 2016, GovTech Singapore implemented the GovTech Singapore Government Tech Stack (SGTS) as an Apps Development platform to standardize application development across the Whole of Government. SGTS was designed to reduce the need for agencies to set up extensive digital infrastructure and to accelerate development and deployment through a shared platform that supports government development teams and third party vendors. By 2022 more than 200 systems from 40 agencies had implemented services or applications on cloud using SGTS, illustrating its adoption across agencies including ICA, the Public Authority and MOE Digital Office.
The GovTech Singapore Government Tech Stack (SGTS) uses a two layer architecture, with a Base Layer that standardizes development tools and environments, and a Services Layer that drives code reuse across agencies. Functional capabilities emphasized in the platform include developer focused tooling, continuous integration and continuous delivery pipelines, automated testing and build automation, observability and auditability features, API exposure for services, and artifact and repository management to support reuse. SGTS products are explicitly built to drive automation and to bake compliance and security by design into developer workflows.
Operationally SGTS connects development toolchains to cloud deployment infrastructure to simplify provisioning and reduce per agency infrastructure duplication. The platform scope covers application development teams across Whole of Government agencies and vendors that build on behalf of agencies, with case references from ICA and the Public Authority among adopters. SGTS promotes reusability through the Services Layer so that common capabilities and components can be consumed across agency projects.
Governance and adoption for SGTS follow a three prong approach of People, Platform and Practice, where People refers to capability building and a growth mindset for developers, Platform refers to the centrally offered set of tools and managed services, and Practice refers to guidance on how to use the tools and enforce policy. Policy and cybersecurity standards are embedded into the development environment to surface vulnerabilities early and to enforce compliance across the development lifecycle. Central management of common services is intended to create economies of scale and reduce duplication of work across agencies.
Explicit outcomes stated by GovTech include improved agility of application development and deployment, improved quality and compliance to policy and cybersecurity standards by baking them into the environment, and lower development costs through use of centrally managed common services. Agencies report time and cost savings that allow them to focus on building services and applications rather than bespoke cloud architectures.

Inland Revenue Authority Of Singapore | Professional Services | 1410 | $167M | Singapore | GovTech | GovTech Singapore Government Tech Stack (SGTS) | Apps Development | 2022 | n/a |
In 2022, Inland Revenue Authority Of Singapore participated in the APEX pilot on the GovTech Singapore Government Tech Stack (SGTS). The engagement targeted consolidation of payroll-related APIs and streamlining employer submissions for tax reporting and finance under the Apps Development category.
IRAS used the SGTS APEX API management capabilities to publish service endpoints that support integrated payroll reporting to employers and partner organizations. Configuration centered on API publication and endpoint governance, enabling standardized payloads and submission workflows consistent with payroll reporting and employer compliance processes.
The implementation covered cross-agency reporting by federating payroll-related APIs across government agencies and exposing managed endpoints to employer payroll systems and third party partners. Operational scope emphasized tax and finance business functions, with the pilot model testing centralized API orchestration and shared service consumption patterns.
Governance activity focused on endpoint lifecycle management and submission process standardization during the APEX pilot, including controlled rollout and consumption policies for published APIs. The documented outcome from the pilot included reduced manual filing efforts for employer submissions, achieved by consolidating payroll APIs and automating submission flows through GovTech Singapore Government Tech Stack (SGTS).
