Architecturally the solution is positioned on Microsoft Azure cloud services, incorporating Azure capabilities and generative AI tooling to augment analytics and anomaly detection, and to provide scalable storage and processing. Integrations explicitly include ZIV Automation smart meters and connections to HEDNO’s existing operational systems, enabling meter telemetry to feed centralized MDM analytics and downstream operational applications. The deployment design supports national scale data ingestion, aggregation, and distribution to grid operations and customer service domains.
Governance and rollout are framed around grid modernization objectives and integration governance, aligning meter fleet onboarding, data quality controls, and operational workflows for outage resolution and consumption reporting. The program is intended to enable integration of distributed energy resources and to support HEDNO’s pathway to net zero by 2050 through improved visibility and control. In 2023, Qatar Cool implemented Itron MDM as part of its Utilities ERP deployment, upgrading its existing EMMSYS MDM data collection and meter data management capacity to support thermal energy operations. The upgrade included deployment of 25,000 Itron thermal energy meters for cooling application and targeted day to day network management and customer reporting functions.
Itron MDM, deployed as an upgraded EMMSYS MDM instance in Qatar Cool's environment, was configured to provide detailed data analysis, enhanced reporting, diagram and map overviews, and work order management modules that align metering data with operational workflows. The solution’s newly designed web interface enabled remote access for field technicians and provided a unified standard interface intended to simplify daily operations and data access.
The implementation was executed in collaboration with channel partner QIFEM, which delivered local technical support for meter installation and system rollout. The MDM solution was connected to the utility billing system to surface detailed consumption reports and optional alerts for high cooling usage, and it managed a distributed cooling meter network across Qatar Cool sites.
Governance in the rollout emphasized network management processes, expanded reporting and management capabilities, and integration points for operational teams and customer service functions. Qatar Cool reported that the upgraded Itron MDM improves customer awareness and satisfaction through access to detailed consumption reports and alerts, and positions the utility to further enhance operational efficiency and reduce its carbon footprint while building on a 13 year relationship with Itron and QIFEM that provided on site technical support.
