In 2008 Glasgow City Council implemented SAP ERP ECC 6.0 - Treasury (TR) to provide core Treasury Management capabilities. Glasgow City Council SAP ERP ECC 6.0 - Treasury (TR) was deployed to support the council's treasury, cash management and treasury accounting business functions. The deployment centered on the SAP Treasury module, configured for cash and liquidity oversight, payment run orchestration, bank account management and treasury accounting workflows. Configurations included automated reconciliation routines and controls to support payment scheduling and transaction posting, aligned with the council's financial ledger and transaction processing practices. The SAP ERP ECC 6.0 - Treasury (TR) configuration used category-aligned capabilities such as bank statement reconciliation and payment scheduling to formalize treasury workflows. The Treasury implementation operated as part of the council-wide SAP landscape, integrating with the SAP financial ledger, accounts payable, accounts receivable, payroll and HR modules and supporting Service Departments across the organisation. CGI acted as the systems integrator responsible for upgrades and maintenance activities. Operational coverage extended to transactional finance teams, treasury operations and feeder process owners who manage payments and receipts across council services. In January 2023 a CGI-managed upgrade introduced technical issues that caused an extended outage impacting the SAP environment that hosts the SAP ERP ECC 6.0 - Treasury (TR) instance, disrupting payment runs and related treasury workflows. During the outage Service Departments enacted business continuity plans, implemented temporary payment measures and performed reconciliations to avoid duplicate payments while Internal Audit provided advice and guidance. Internal Audit subsequently undertook post-incident assurance work covering treasury controls, backlog processing arrangements and the technical root cause, with further technical assurance scheduled for reporting in quarter 4.
